Institutions of higher education have a unique set of challenges over other types of organizations.  In essence, they are a municipality.  Typically there are emergency services, health facilities, restaurants, residential facilities, restaurants, bars, shops and a variety of sporting and amusement venues.  The areas of academia, research, student life, facilities, administration, and emergency services are self contained entities with their own governing bodies, standard operating procedures, and essential functions.  Also, because they receive federal and state funding, colleges are subject to a variety of laws and other regulatory requirements - again, very similar to a municipality.

In order to have a successful Continuity of Operations Program (COOP), each organization must come together to identify their common areas of interest and prioritize uncommon areas.  The risks for failing to do so are significant.  Loss of funding is the most obvious due to non-compliance with regulations.  But where people are the number one product, the stakes are much higher.  A well designed and rehearsed response (Incident Command System) to snipers, dormitory fires, hazardous material spills, security breaches, or civil disobedience can save human lives. 

But for many events, the crisis continues beyond the initial event.  When facilities close, utilities are lost, computers fail, or documents are destroyed the disruption in operations can last for weeks or months.  How will a university continue its essential functions when the students have no place to live - or no electricity?  How will research, academic studies or business operations continue without e-mail?  Plans need to be designed, implemented and tested before an event occurs - because if an organization procrastinates - it will be too late when the inevitable eventually happens.
